Councilmember Christina Henderson Introduces Legislation to Reform Reporting Requirements for DC Government Education Agencies
Washington, DC – On Wednesday, May 28, Councilmember Henderson introduced the Education Reports Simplification Amendment Act of 2025. The bill would reform reporting requirements for the Office of the State Superintendent of Education (OSSE) and District of Columbia Public Schools (DCPS) by identifying duplicative requirements, redundant reports, and alternative data sources.
“The quality of oversight is strongest when it is focused, meaningful, and aligned with the capacity of the District’s agencies”, stated Councilmember Christina Henderson. “This legislation helps to identify and mitigate duplicative reporting requirements that diminish transparency rather than promote it. The Council’s experience in obtaining reports from various education agencies has mandated this legislation – allowing for more efficient parsing of information in the future. An example of an adjusted mandate would be the change in OSSE’s requirement to gather and submit data from each school’s food and health services to publish within 30 days of receiving it. Instead, OSSE would be required to submit one annual comprehensive report after all relevant data has been received. This change would save the agency valuable resources and administrative hours that can now be more efficiently allocated.”
The Education Reports Simplification Amendment Act of 2025 aims to advance efficient governance through reform reporting requirements by repealing reporting requirements that are no longer relevant or useful; consolidating reports that cover overlapping subject matter or timeframes; and updating statutory language to reflect how information is currently shared with the Council and the public. The bill was cosponsored by Councilmembers Matthew Frumin, Janeese Lewis George, Anita Bonds, and Brianne K. Nadeau.
